Little Pancho Vanilla : Trick or Defeat, from Dell Giant, Bugs Bunny's Trick "N' Treat Halloween Fun #4, 1956.
I am guessing that this was drawn by Paul Murry, but I am not completely sure. What I am sure of is, it would be much more difficult to publish a story with a strong ethnic character today. Compared to some, this is pretty mild. Enjoy it for what it is.
